Phil,

Great question. Due to space concerns, full answer at: http://gankomon.blogspot.com/ Short answer: Some people are inherently evil, no matter what we call it. Most are not. It comes down to personal responsibility and morality. The VT shooter was apparently triggered by romantic problems, but he had that potential to begin with, if that could upset him to do what he did. Just my two cents.
